Mr. Barnwell is a CPA and has over 30 years of tax experience, the first fifteen in Big Four public accounting. He has a national reputation in state and local taxation, having served companies located around the United States and internationally. He was admitted to the KPMG partnership in 1991 where he was instrumental in establishing and leading the State Tax Minimization program. Mr. Barnwell left “Big Four” in 2000 and started his own state and local tax practice.
Mr. Barnwell focuses on ways to help companies enhance the bottom line. Without overstating, in his career Mr. Barnwell has identified and delivered hundreds of millions of dollars in savings to clients in retail, telecommunications, financial institutions, insurance, construction, manufacturing and other industries. His current clients include many of the Fortune 1000, but also include small and midsize companies. Sub-specialties include state income taxation, credits and incentives, sales and use taxation, employment and payroll taxes, property taxation, local license taxation and other specialized areas of state and local taxation, and certain specialized areas of federal income taxation. Mr. Barnwell brings a “one stop shop” to companies that have multi-jurisdictional operations, recognizing the crossword puzzle-manner in which different state tax rules and jurisdictions interact. Mr. Barnwell’s business is focused on bringing value, often delivered in the form of refunds or grants – but also in the form of resolving uncertain tax positions. His focus is on getting results – not on “reports”.
Mr. Barnwell has spoken extensively on state and local taxation to state societies of CPAs, the Tax Executives Institute, the Federation of Tax Administrators, the Institute for Professionals in Taxation and other professional associations. Mr. Barnwell has published extensively in the Journal of MultiState Taxation and Incentives and State Tax Notes on subjects such as the sales apportionment factor, state tax “add-backs”, state tax considerations in ASC 740-10 (formerly known as “FIN 48”), and state tax planning. Mr. Barnwell has also been an instructor in advanced state income tax planning and accounting.
Mr. Barnwell has a Master of Professional Accountancy, and holds the Elijah Watts Sells Award for outstanding grades obtained on the CPA exam.
