Terry Frederick is a Partner with Barnwell Consulting. He has over thirty-two years of public accounting and private industry tax experience spending most of his time focusing on state and local tax matters.
Prior to joining Barnwell Consulting, Mr. Frederick was Director – State & Local Corporate Tax for Sprint in Overland Park, Kansas where he was responsible for the company’s state and local income and franchise tax function for over twenty-six years. He also was extensively involved in acquiring substantial economic incentives for the company. Prior to joining Sprint, Mr. Frederick worked as a tax manager at Kansas City Southern Industries, a transportation and financial services company. He started his tax career with Arthur Andersen & Co in the Kansas City office.
Mr. Frederick has provided substantial cash and tax expense reductions for the companies he has represented throughout his career through negotiation and controversy resolution. Recently, Mr. Frederick led the successful litigation efforts for his employer in UTELCOM, Inc. v Bridges, a case declaring the Louisiana franchise tax on limited partners as invalid and Nextel Communications of the Mid-Atlantic, Inc. v Commonwealth of Pennsylvania, a case declaring the Pennsylvania net operating loss cap unconstitutional. He has extensive experience in state and local taxation, including income, franchise, sales and use, property, escheat, and incentives, among others. Mr. Frederick is a well-known thought leader in the direct and indirect taxation of telecommunications companies and has worked previously advising companies on state tax issues associated with mergers, acquisitions and divestitures.
He is a past Chairman and served as a Board Director for the Council on State Taxation from 1996 until joining Barnwell Consulting. He is also past President of the Kansas City Chapter of the Tax Executives Institute and served on the National State and Local Tax Committee for TEI until recently.
He has taught and facilitated many courses on state taxation for various organizations including the Council on State Taxation and Tax Executives Institute.
Mr. Frederick is a certified public accountant and earned Bachelor of Science degrees in Accounting and Business Administration from the University of Kansas.
